Ideas for site revamp/increase of traffic

I'm at a cross roads here... It feels like the initial bump in interest for this site has dropped significantly (shamefully, me included). I still like the idea of this site and want to have a good community feel... so what I'm asking from all of you is ideas and possibly skill dedication to put together something awesome.

I'll lay some ground work brain storming I guess... What I'm thinking is a wordpress blog front page, with user driven content of stuff happening currently in the metro area. Pictures, events, etc etc. With that being said, I will need some moderation for acceptable content and also for the message boards.

What do we think? I need some design, and some will power. I can't do all the of the design stuff by myself, so I'm asking for help from all you clowns.

I'm a design guy. Already got the logo squared away, so that is one step in the right direction for a killer site.

As far as the design goes, the framework / architecture needs to be done first. Then we go in and tweak the theme/CSS as seen fit. Once the layout is complete, I can do a design mock-up based off that. The go in and code the new theme.

Ideally this is all done in a sub-folder until ready to go live.
